Proof-of-citizenship requirement for the federal voter registration form

Stage 5 of 5: Outcome (Blocked by court) · Closed, settled, decided · Last development 31 Oct 2025

A March 2025 executive order directed that documentary proof of citizenship be required on the federal voter registration form. On 31 October 2025 U.S. District Judge Colleen Kollar-Kotelly ruled that the President lacks the authority to make that change, because the Constitution assigns election rules to the states and Congress. The Election Assistance Commission is permanently barred from adding the requirement. A separate judge had blocked the same order in a suit by Democratic state attorneys general.

Other parts of the order were still being litigated at the time of the ruling; appeal status not yet checked.
