Donor Sokolov named to chair State Dept fund

Stage 1 of 5: Reported · News reporting only · Last development 15 Oct 2026

Konstantin Sokolov, a Russian-born American investor, gave MAGA Inc. $11 million in 2025 (ICIJ), or $12 million in total (The New Republic), and was listed as a White House ballroom donor. In July 2026 the State Department named him chairman of a roughly $201 million enterprise fund ('TRIPP+', tied to the Trump Route for International Peace and Prosperity) that will invest in transport, energy and critical minerals in the South Caucasus and Central Asia. He holds business interests in the region, including Armenian telecom stakes and the Teghut copper mine, which a firm he manages bought from sanctioned Russian bank VTB under a Treasury license.

The link between donations and the appointment or the license is reported by journalists and advocacy groups, not found by any official body. Sokolov denies any connection. Reported totals differ ($11 million in 2025 per ICIJ; $12 million per The New Republic). Reported dates for the OFAC license also differ: Dynamic Frontier said 1 June 2026, while TPM, as relayed by The New Republic, said October 2025.

Money involved

  • $11 million Sokolov to MAGA Inc. in 2025 (ICIJ) (Donations from people with business before the government) [1]
  • $201 million State Dept fund he was named to chair (Taxpayer money in questioned contracts, loans and funds) [4]

Timeline

  1. A Reuters investigation reports that Sokolov has chaired the fund, now called the Trans-Caspian Enterprise Fund, since January, holds major Armenian assets and used a Russian passport for travel as late as 2016. Six ethics experts told Reuters his business interests create a conflict of interest; Reuters found no indication of wrongdoing. [6]

  2. ICIJ reported on the OFAC license and on Sokolov's overlapping public and private roles in Armenia. Armenian lawmaker Mesrop Manukyan said they raise 'legitimate questions.' [1]

  3. The State Department confirmed the appointment. The about $201 million fund can make equity investments, loans and grants in Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, focused on transport, energy and critical minerals. [4]

  4. The Guardian reported Sokolov's appointment as chair of the TRIPP+ enterprise fund. [3]

  5. Dynamic Frontier Holdings, a Texas firm managed by Sokolov, said it received Treasury (OFAC) authorization on this date to buy the Teghut copper mine's shares and debt from VTB Bank, which is under US sanctions. The New Republic, citing TPM, reported that the license was granted in October 2025. [1]

  6. ICIJ reported that Sokolov gave MAGA Inc. $11 million during 2025, plus other gifts to Republican campaigns and groups. [1]

  7. The New Republic, citing Talking Points Memo, reported Sokolov's total to MAGA Inc. as $12 million and said a firm he manages received an OFAC license in October 2025, within 10 days. [5]

  8. Sokolov appeared on the White House-provided list of donors to Trump's ballroom project. [2]

Responses

  • Sokolov's spokesperson: Said there is "no evidential basis" linking his donations to the license approval and that suggesting otherwise "would be incorrect and wholly misplaced." [1]
  • State Department spokesperson: Said the fund will meet statutory requirements, including annual reporting and independent audits, and follow grant provisions covering conflicts of interest. [4]
  • Treasury Department: Did not answer ICIJ's questions about the license. [1]
  • Sokolov's representatives: Said he has no relationships with Russian government officials and "does not hold a Russian citizenship"; his firm says the fund is barred from investing in his businesses. [6]
  • State Department: Said the fund will follow audit and "conflict of interest requirements"; the White House referred questions to State. [6]
